CI: Pre-build CI-Docker images. #221

    Having to build docker containers and installing many dependencies in each build job takes some time.
    I guess we can take that for now, so that we get compiled binaries out there.

    As a follow-up, we should pre-build the needed containers with their dependencies. Ideally in a separated project to not clutter and complicate Conduit's CI config further.
    In doing so, we could remove some parts of the now introduced build scripts and reduce some (visible) complexity.

    That will take some coordination, as I don't know if Famedly want's another Conduit-repo in their GitLab organization.
